June 24th 2014 – Digicel Bloque des opérateurs VOIP sans license

En prenant une position forte dans le but de récupérer l’impôt perdu et les recettes du Fonds national de l’éducation pour le Gouvernement d’Haïti – Digicel espère que d’autres fournisseurs suivent le mouvement.

Port-au-Prince, Haïti. Dans un effort pour récupérer des millions en impôts perdus et les revenus nationaux du Fonds d’éducation pour le gouvernement d’Haïti, Digicel annonce qu’à partir de minuit du 17 juin 2014 certains services de VoIP non autorisés ont été bloqués sur son réseau.

Les opérateurs de VoIP sans licence comme Viber, Nimbuzz et Tango utilisent des réseaux de télécommunications pour offrir leurs services, mais ne paient pas de contribution pour ce privilège. A cause de ces services de VOIP non autorisés exerçant des pressions énormes sur la bande passante – et l’expérience négative qui en résulte pour les clients en terme d’utilisation du service de données – Digicel a été contrainte de prendre des mesures rationnelles et espère que d’autres opérateurs en Haïti suivront.

Des discussions avec ces fournisseurs de service VoIP sont en cours, Digicel a bon espoir que ces mesures ne seront que temporaires et que des relations commerciales mutuellement avantageuses pourront être trouvées individuellement avec ces compagnies.

Maarten Boute, PDG de Digicel Haïti, explique; «Il est temps pour nous d’agir pour protéger notre entreprise, nos clients et l’intégrité de notre service et de veiller à ce que le gouvernement haïtien obtient les fonds qui lui sont dus. Les actions de ces opérateurs VOIP sans permis en ne contribuant en rien à la prestation de ces services signifient que nos clients ne profitent pas de notre investissement important, notre engagement et nos objectifs. Nous tenons à remercier les clients pour leur compréhension et leur patience et nous espérons avoir un résultat positif à communiquer dans un proche avenir. En outre, nous espérons que les autres opérateurs en Haïti suivront notre exemple afin que, ensemble, nous puissions forger un mouvement positif “.

Il continue; “Deux choses sont importantes pour nous avant tout – nos clients et le service que nous leur offrons. Il est malheureux que nous ayons été forcés de prendre cette mesure et nous nous excusons auprès de nos clients pour la gêne occasionnée, mais il s’agit de porter les opérateurs de VoIP à accepter de payer un prix raisonnable pour les services qu’ils prennent de nous pour le moment gratuitement. Tout comme un consommateur ne s’attend pas à aller dans un supermarché et prendre les marchandises librement sur les étagères, de sorte ces opérateurs VOIP doivent être contraints de payer leur quote-part “.

Making a stand in a bid to recoup lost tax and National Education Fund revenues for the Government of Haiti – hopes other providers follow suit

Friday, 20th June, 2014 – Port au Prince, Haiti. In an effort to recoup millions in lost tax and national Education Fund revenues for the Government of Haiti, Digicel is announcing that effective midnight on xxx [insert day/date], certain unauthorised VOIP services have been blocked on its network.

Unlicenced VOIP operators like Viber, Nimbuzz and Tango use telecoms networks to deliver their services but do not pay any money for the privilege. With these unauthorised VOIP services putting enormous pressures on bandwidth – and customers’ data usage experience being negatively impacted as a result – Digicel has been forced to take affirmative action and hopes that other operators in Haiti will follow suit.

With discussions with these VOIP providers ongoing, Digicel is hopeful that these measures will only be temporary and that mutually beneficial commercial relationships can be agreed with them on an individual basis.

Maarten Boute, CEO of Digicel Haiti, explains; “It’s time for us to act to protect our business, our customers and our service integrity and to ensure that the Haitian Government gets the monies it is owed. The actions of these unlicenced VOIP operators in contributing nothing to the delivery of these services mean that our customers do not reap the benefits of our significant investment, commitment and focus. We would like to thank customers for their understanding and patience and hope to have a positive result to communicate in the near future. In addition, we hope that the other operators in Haiti will follow our lead so that together we can forge a positive way forward.”

He continues; “Two things matter to us above all – our customers and the service we deliver to them. It’s unfortunate that we have been forced to take this step and we do apologise to our valued customers for the inconvenience caused but this is about getting the VOIP operators to agree to pay a reasonable price for the services that, at this point, they are taking from us for free. Just as a consumer would not expect to go to a supermarket and take the goods off the shelves for free, so these VOIP operators must be forced to pay their dues.”
